Yes! That is the case in some places. For example, I read that Rwanda banned imports of used clothing. There's an interesting article from Vogue, of all places, of how the U.S. bullied other countries in the EAC into rescinding a plan for a ban, and only Rwanda stood its ground. In short, while some counties have tried to push back, the U.S. and Europe have used other trade agreements or threatened to implement higher duties on that country's imports/exports as negotiating tactics to get their way. Apparently there is also now a huge influx of secondhand clothes from China as well, that adds to this issue.
